Owners, standardization is an obligation

In September 2022, Geneva introduced energy regulations designed to reduce the energy consumption of buildings and accelerate the move away from fossil fuels for heating. These regulations are based on the Heat Expenditure Index (HEI), which ranks buildings from A to G according to their energy efficiency in relation to their heated surface area. The HDI threshold is 125 kWh per square meter per year. Buildings exceeding this threshold must reduce their consumption: the most energy-intensive must be renovated, while others must undergo an energy audit followed by optimization measures.
Houses and small buildings are also concerned: their owners must assess their HDI and will be subject to the same requirements, from 2029 to 2034*, including the additional 3-year period voted by Geneva's Grand Council in March 2024.

Villas and small buildings with fewer than five dwellings have an additional 3-year deadline:
- IDC greater than 222 kWh/m2.yr (800 MJ/m2.yr) until December 31, 2029,
- IDC greater than 180 kWh/m2.yr (650 MJ/m2.yr) from January 1, 2030 until December 31, 2033,
- IDC greater than 153 kWh/m2.yr (550 MJ/m2.yr) from January 1, 2034.
